15 alleged Cleveland gang members indicted on drug trafficking, firearms charges

The 33-count superseding indictment alleges members of the Fully Blooded Felons conspired to sell drugs out of apartments at Cedar Estates in Cleveland.

CLEVELAND — 15 alleged gang members illegally possessed guns and conspired to import and sell fentanyl, meth and other drugs out of a Cleveland apartment community, the United States Attorney's Office alleges in a federal indictment unsealed on Friday. 

The 33-count superseding indictment charges alleged members of the Fully Blooded Felons, an offshoot of the Heartless Felons street gang which the Department of Justice says was active in Northeast Ohio and in several Ohio prisons, with participating in a conspiracy to import and distribute fentanyl, methamphetamine, cocaine and buprenorphine. Buprenorphine is an opioid that is used to treat pain and drug addiction but can be lethal if taken in high doses or when mixed with other substances.

“The indictment alleges that Raven Mullins and other members of the Fully Blooded Felons operated an open-air drug market, distributing the deadliest types of drugs sold on Cleveland’s streets," U.S. Attorney Rebecca C. Lutzko said in a news release. 

The following defendants are charged in the indictment which was filed on April 3:

  • Henry Burchett, aka Noodles, aka Noo, 39, Cleveland
  • Cortez Tyree, aka Seed, 34, Cleveland
  • Rodney Linson, aka Scrap, 37, Willoughby Hills
  • Elijah Johnson, aka Loon, 36, Unknown
  • Demarcus Elliott, aka Moo, 37, Westlake
  • Dontez Hammond, aka Donny, 35, Cleveland
  • Jeffrey Lee, aka Fatty, 23, Cleveland
  • Jerrell Jones-Ferrell, aka Ruga, 25, Cleveland
  • Jerry Mullins, aka B. Money, 32, Cleveland
  • Devonte Johnson, aka D Nut, aka Nut, 31, Cleveland
  • Jerome Williams, aka Jay, 29, Cleveland,
  • Christepher Horton, aka Cam, aka Killa, 40, Erie, Penn.
  • Deeundra Perkins, aka Drizzy, 32, Unknown
  • Deon Blackwell, aka White Boy, 37, Cleveland

Raven Mullins and others are accused of operating a drug ring out of two apartments at the Cedar Estate apartment community in Cleveland. U.S. Attorneys allege the defendants stored drugs and guns in the apartments to which the alleged gang members shared access. 

Jones-Ferrell, Devonte Johnson, Williams, Lee and Perkins are accused of using a grassy area adjacent to the apartment community to distribute drugs at the direction of Raven Mullins and Burchett, according to court documents. Alleged Fully Blooded Felon members are also accused of selling drugs in front of a nearby liquor store.

Elijah Johnson allegedly traveled to Texas and Arizona to obtain "kilogram quantities" of fentanyl pills, which Burchett, Tyree, Elliott, Horton and other gang members sold to customers in Northeast Ohio, the indictment states.

Raven Mullins, Burchett, Linson and Blackwell are also accused of organizing to smuggle and distribute drugs inside "numerous" Ohio state prisons and federal detention centers.

"This organization is charged not only with peddling such poisons in Cleveland’s Cedar Estates neighborhood, but also with actively plotting to recruit persons to infiltrate the Ohio prison system to distribute drugs there so gang members could reap the profits,” Lutzko said.

Raven Mullins, Burchett and Tyree were arrested in December of 2023 and have been held in federal custody since. Authorities have arrested several newly charged defendants, several of which are being held in federal custody in Cleveland, the DOJ said.

Each defendant was charged with conspiracy to distribute and possess with intent to distribute controlled substances. Six defendants were charged with possession with intent to distribute controlled substances, five were charged with illegal possession of firearms and five were also charged with possessing firearms in furtherance of drug trafficking crimes, the DOJ said. 

One of the defendants was charged with interstate travel in aid of racketeering. 11 of the 15 were charged with using a communications facility to facilitate a felony drug offense. 

“This indictment and these arrests are a product of the dedication, cooperation, and tireless efforts of Northern District of Ohio federal, state, and local law enforcement partners who, working together, identified and disrupted this criminal organization," Lutzko said. "Because of these efforts, the many law-abiding members of the Cedar Estates neighborhood have a real opportunity to come together and make positive changes.”
