Arrest warrant issued in connection with 2022 hit-skip crash that killed Kent State student

Timothy M. Brind remains at large as of Tuesday, per court records. He is accused of failing to stop after an accident, though he is not charged with homicide.

RAVENNA, Ohio — A 19-year-old Portage County man has been charged in connection with the 2022 hit-and-run death of a Kent State University student, but is not currently in custody.

The Ohio State Highway Patrol says a grand jury indicted Timothy M. Brind, of Atwater, for failing to stop after the accident that left 22-year-old Colin Pho dead last August. Court records confirm the charges came down last week, although Brind is not accused of homicide, meaning the grand jury ruled he was not officially "at fault" for the crash.

The Portage County Court of Common Pleas immediately issued a warrant for Brind's arrest, but as of Wednesday, records show the teen remains at large. Authorities have not indicated knowledge of his current whereabouts.

According to investigators, the Ashtabula native Pho was riding an electric scooter in Franklin Township when he was struck from behind by a vehicle going east on Summit Road. The computer science and game programming major later died from his injuries at University Hospitals Portage Medical Center.

"The Kent State community sends its thoughts and prayers to Colin's family, friends and all who knew and loved him," the university said at the time.

The vehicle sped away from the scene without stopping, bit the OSHP was able to locate a mirror that had come off the driver's side door. The mirror was later linked to a 2008 Dodge Charger, which officials linked back to Brind.

The Portage County Sheriff's Office was unavailable for comment at the time of this story. Despite not being charged with homicide, Brind could still face up to five years in prison for fleeing from the accident, a third-degree felony.
