CLEVELAND — A 41-year-old Cleveland man who hit another car and killed a women while driving under the influence last year will serve more than a decade behind bars.
Lennard Duncan was driving with PCP and THC in his system at the time of the crash the day before Thanksgiving, and it is estimated his car had reached a speed of 85 miles per hour on the second before impact. Fifty-two-year-old Traci Lynn Simmons, of East Cleveland, had to be extracted from her vehicle and later died from her injuries at a local hospital; three others were injured.
This isn't the first time that Duncan has killed an individual while driving under the influence: In 2010, Duncan crashed took the life of a 19-year-old man and severely injured two others. He was sentenced to eight years in prison for that accident and was released in April of 2018.

"This individual is clearly a danger to the public," Cuyahoga County Prosecutor Michael C. O’Malley said in a statement. "He senselessly chose to drive under the influence again, taking the life of another innocent person. His sentence is well deserved."
On May 20, Duncan pleaded guilty to one count of aggravated vehicular homicide (with prior conviction), one count of aggravated vehicular assault (with prior conviction), and one count of driving while under the influence. His sentence is for 25 1/2 years, with the possibility of parole after 17 years.
