CLEVELAND — A grand jury in Cuyahoga County has indicted two more people for their roles in the "street takeovers" that took place in several parts of Cleveland during the night of Sept. 28 and the morning of Sept. 29.
According to a release from the Cuyahoga County Prosecutor's Office, 23-year-old Ashlyn Rogers of Port Clinton, whom officials believed "orchestrated" the takeovers, was charged with one count of aggravated riot, one count of disrupting public service, and a count of possessing criminal tools.
In addition, 20-year-old Tyrique Loury of Garfield Heights was indicted for his participation in the street takeovers. As was the case with Jordan McDonald, who was indicted last month, Loury faces a total of 23 counts, including aggravated riot, riot, and obstructing official business.
THE CASE AGAINST ROGERS
“Ashlyn Rogers from Port Clinton, Ohio, was the leader in the planning and execution of the September takeovers in Cleveland,” said Cuyahoga County Prosecutor Michael C. O’Malley. “Ashlyn will soon realize she should have stayed in Port Clinton that night. She will be held accountable.”
Rogers was arrested in Port Clinton on Oct. 22 by the Cleveland Division of Police's Street Takeover Task Force, along with other CDP officers and FBI task force members. A search warrant was conducted at her residence, where a 2020 Infinity Q50 was confiscated in addition to two firearms, a rifle, and "other items." Rogers was taken to the Cuyahoga County Jail.

Investigators say Rogers posted on her Instagram accounts regarding multiple street takeovers in Cleveland. "She provided various instructions to participants and continuously included new locations to attend," prosecutors noted.
Rogers is also accused of participating in the street takeover with her Infinity near West 25th Street and Lorain Avenue in the Ohio City neighborhood at approximately 1:17 a.m. on Sept. 29. Investigators say McDonald and Loury also attended the takeover. "Several vehicles engaged in drag racing, blocking intersections, participating in burnouts and donuts in the middle of the intersections, setting off fireworks, and stopped an RTA bus from proceeding through. There were approximately 80-100 vehicles purposely parked to block all four sides of the intersection," prosecutors stated.
Arraignment for Rogers is scheduled for Nov. 19.
THE CASE AGAINST LOURY
Police say Loury and McDonald participated in the following street takeovers on Sept. 28-29:
11:10 p.m. -- East 55th Street and Woodland Avenue, where "several vehicles engaged in blocking intersections and participating in burnouts and donuts in the middle of the intersections."
11:36 p.m. -- Lee Road and Miles Avenue, where "several vehicles engaged in blocking intersections and participating in burnouts and donuts in the middle of the intersections. CDP responded to the scene. Multiple people jumped on top of a City of Cleveland vehicle and on the hoods of CDP vehicles – banging on the windows with closed fists."
11:58 p.m. -- East 105th Street and Martin Luther King Drive, where "several vehicles engaged in blocking intersections, participating in burnouts and donuts in the middle of the intersections, and slowed down an ambulance from passing through the intersection. University Circle Police and CDP responded to the scene. While CDP assisted the ambulance from passing through the intersection, one of the participants shot an officer with an airsoft gun twice."
12:46 a.m. - East 93rd and Opportunity Corridor, where "several vehicles engaged in blocking intersections, participating in burnouts and donuts in the middle of the intersections, and slowed down an ambulance from proceeding to the hospital."
1:17 a.m. -- West 25th Street and Lorain Avenue, where "several vehicles engaged in drag racing, blocking intersections, participating in burnouts and donuts in the middle of the intersections, setting off fireworks, and stopped an RTA bus from proceeding through. There were approximately 80-100 vehicles purposely parked to block all four sides of the intersection."
3 a.m. -- Broadway Shopping Plaza on Broadway Avenue, where "several vehicles engaged in performing donuts. Several shots were then fired – striking three males."
4 a.m. -- I-90 near West 14th Street, where "several vehicles participated in performing donuts, blocking the interstate with construction cones, approaching people wearing masks and brandishing firearms, setting off fireworks, and pouring gasoline on the highway – lighting it on fire. CDP responded to the scene. When officers arrived, several people then jumped on top of the CDP vehicles. A fire engine was also blocked and unable to proceed through during the street takeover."
The Cleveland Division of Police determined that McDonald's gray Dodge Charger was observed performing burnouts and donuts in all seven incidents. "Afterward, McDonald threw away his Charger's license plate, made physical alterations to his vehicle, and took down his social media accounts," the prosecutor's office noted.
Loury was arrested on Oct. 23. In announcing the arrest, Cleveland police referred to the 20-year-old as "an active promoter, organizer and participant" in the street takeover incidents that occurred Sept. 28-29.
Prosecutors say Loury was indicted on the following:
- Eight counts of aggravated riot
- Four counts of riot
- Three counts of failure to comply with an order or signal of a police officer
- Three counts of disrupting public service
- Two counts of obstructing official business
- Two counts of tampering with evidence
- One count of possessing criminal tools
Loury will be arraigned on Nov. 7.
