The Investigator | Middleburg Hts. hires special counsel to ensure transparency of mayor

It will be the special counsel's job to make sure that Middleburg Heights City Council receives information that isn't redacted by the mayor and his staff.

It doesn't seem like such a big deal, but it is.

Middleburg Heights City Council voted to hire an outside lawyer to get truthful and accurate information from longtime Mayor Gary Starr and his administration.

One councilman called it the best day ever.

Mayor Starr lobbied hard in opposition of the recent emergency meeting, most of which took place behind closed doors in secret.

By a 4-3 vote, council agreed to hire municipal law expert Joe Diemert. It will be his job to make sure that council receives information that isn't redacted by the mayor and his staff.

For instance, we saw an invoice from SACS Consulting Services which shows a balance due of nearly $10,000, $2,800 for an undisclosed investigation.

There's also an email with redacted information regarding former Police Chief John Maddox, who is suing the mayor for falsely accusing him of committing serious crimes and has tried unsuccessfully to get outside agencies to investigate Maddox.

There's also the question of outgoing Safety Director John Ligato, who lived in North Carolina while holding down his part-time city job.

"The council people I spoke with, none of them knew he didn't live in Ohio," Councilman Tim Ali says. "I highly doubt anyone would have voted for a director who did not live near us."

Mayor Starr referred all questions to city council, saying it would be inappropriate for him to comment while there's pending litigation.
