CLEVELAND — Cleveland Mayor Justin Bibb has revealed his plan for spending the $462 million in American Rescue Plan & Recovery Act (ARPA) funds made available to the city.
In his "Rescue & Transformation Plan," Bibb and his administration identified several key priorities and a process by which the funds will be invested. Here is how much each of the city's priority areas will receive:
- Inclusive Recovery/Housing for All - $195 million
- Budget Stabilization - $110 million
- Modern City Hall - $50 million
- Violence Prevention and Safety - $30 million
- Closing the Digital Divide - $25 million
- Education for Everyone - $20 million
- Lead Safe Cleveland - $17 million
- Arts and Neighborhood Amenities - $10 million
- Civic Participation Fund - $5 million
The city says that the "Budget Stabilization" money will come from one-time funds in the General Fund.
“We must think creatively and strategically about how we allocate these funds,” said Bibb in a statement. “My administration is focusing on initiatives that will set a foundation for long-term, tangible impact for the residents of Cleveland. These allocations allow us to maximize the use of federal funds in the areas that our community identified as their priorities.”
The Center for Economic Recovery (CER) is being tasked with ensuring the city invests its funding in "transformational, sustainable, ethical, and equitable ways." The CER is a strategic policy team comprised of Bibb's cabinet and senior leaders that centralizes all federal funding requests and makes recommendations for investment.
