Dix faces multiple charges, including obstruction of justice, tampering with evidence, disrupting public service and aggravated riot. Vazquez is charged with tampering with evidence, disrupting public service, aggravated riot and possession of criminal tools.
The arrests are linked to the street takeovers that happened during the weekend of Sept. 28-29 in Cleveland.
A 2015 Chevrolet Camaro was also seized as part of the investigation.
During an arraignment hearing on Tuesday morning, a $1,500 bond was set for Dix and Vazquez. Both cases were bound over to Cuyahoga County.
