21-year-old woman fatally struck by car while riding electric scooter in downtown Cleveland

This is a developing story.

CLEVELAND -- A 21-year-old woman was fatally struck by a car in downtown Cleveland early Sunday morning.

The woman was riding an electric scooter near E. 9th Street and St. Clair Avenue when she was hit by a Chevrolet Cruze, according to Cleveland police.

The victim was identified as 21-year-old Jenasia Summers by the Cuyahoga County Medical Examiner.

Summers was transported to MetroHealth Medical Center where she later died.

The driver of the car, 19-year-old Scott McHugh, is in police custody. Court records list McHugh's address in Amherst.

McHugh was taken to St. Vincent Charity Medical Center for evaluation, but he did not suffer any injuries. He is being charged with aggravated vehicular homicide.

Officials believe he was under the influence at the time of the crash.
