EAST CLEVELAND, Ohio — Police and U.S. Marshals spent several hours surrounding an East Cleveland apartment building Friday in search of a suspect accused of having sex with a minor and lying to police.
Officers responded to the Lake Park Tower in the 13000 block of Superior Avenue to serve a warrant to the suspect. Because the suspect was answering police through the Ring.com app, they believed he was inside.
Police say that was not the case and the man was not in the building.
The suspect is identified as Prophet R.L. Bynoe, who also goes by the name Taj Mahal Frazer.
U.S. Marshals say Bynoe runs the Shiloh New Life Tabernacle Center and Prophet Bynoe Ministries in Cleveland. According to his website, he has a wife and daughter.
U.S. Marshals also say Bynoe is wanted for making false statements to authorities in a previous case and is a suspect in a case of unlawful sexual conduct with a minor.
Bynoe has previous convictions for narcotics-related offenses, and has served a significant amount of time behind bars.
